Selected Achievements in Healthcare:

 

Case Study 1:  Lambeth Community Health Trust Performance Framework

Situation: The demerger between Lambeth PCT commissioning and community health services created a major deficiency in performance reporting for the new Community Health board, particularly since there were no agreed performance metrics, no mechanism or common IT systems for collating outlying community service performance, and no scorecard.

 

Role Objectives:  To work with the board on agreed strategic performance parameters, then with outlying community teams to develop a single performance hierarchy, create a blueprint for computer modelling that scorecard so all parts of the organisation could see their RAG performance within the schema, and provide a development plan to hand over to LCH teams to implement the design in full.

 

Method:  This role required detailed planning and a combination of top-down and bottom-up analysis to create and map a single hierarchy, which avoided the risk of “two tier” reporting, which was then approved by the board.

 

Results: This project was highly successful in the initial consultation period, but had a lot further to develop beyond the period I was commissioned.  I therefore concluded the work with a comprehensive handover document, enabling the board to appoint resources to continue the performance framework development and implement the technology to make sure updated quality information was available to all managers.

 

 

Case Study 2: South London Healthcare Performance & Information Merger

Situation: The merger between three neighbouring failing NHS Acute Trusts, each operating with a different and incompatible PAS systems, created many issues to be resolved before economies of scale and management efficiencies could be achieved.  Among these were performance and information teams operating individually on three sites and reporting non-comparable information by site rather than for the whole trust.

 

Role Objectives:  To work with my sponsor (Director of Performance) to develop a management structure and methods to enable common reporting

Case Study 3: Department of Health HR Balanced Scorecard Pilot

 

Situation: Prior to Agenda for Change and other standardisation initiatives, Andrew Foster, then NHS HR Director, noted great inconsistency in the quality of HR management reporting within NHS Trusts, notably the difficulty in obtaining comparable KPI data on sickness, vacancies, locum recruitment etc.  Apart from the central reporting requirement, this meant Trusts did not have effective decision support or the ability to tackle key staffing issues.

 

Role Objectives:  Foster commissioned a pilot to develop and implement Balanced Scorecard methodology within 12 Trusts from a small consultancy firm with whom I had strong links, SCA.  My role was to plan and oversee the pilot then to report back, and make a case for a tender for a national implementation.

 

Method: Negotiation with Trust directors to conduct pilot, obtaining stakeholder & logistical support, conducting workshops (facilitated by two Swedish BSC experts, Nils-Goran Olve and Magnus Wetter), collating results for further consultation, implementing agreed metrics within a performance hierarchy over an initial 3 month period, ongoing evaluation.

 

Results: Of the initial pilot sites, 3 decided not to participate further.  The remainder received the initial workshops and scorecard development processes.  A further 3 did not implement beyond the trial period.  The remaining 6 adopted the Scorecard for board level HR reporting and provided very positive feedback on the whole process.

 

Case Study 4: Healthcare Commission Consultation

 

Situation: Industry regulator with poor reputation, attempting to regroup under new management team led by Ian Kennedy and Anna Walker, by developing a more flexible regulatory framework emphasising self-certification by trusts and working with regulators to improve services rather than merely punishing perceived bad behaviour.

 

Role Objectives:  Work with Communications team to develop a consultation process, targeted specifically to the needs of different stakeholder groups, then conduct an array of public and private events to gather feedback.  Report on the results and document changes to regulatory framework resulting from the consultation.

 

Method: This work required considerable stakeholder analysis (mostly conducted by me and a communication specialist) in order to gear the raw content to the needs of the audience and to provoke constructive debate without events being ‘hijacked’.  Development and testing before several focus groups resulted in fine-tuning before delivery to a wide variety of interest groups around the country.  I delivered approximately 25 presentations to RCN regional meetings, trust clinicians and ancillary staff, patient groups, general public and local government committees and returned feedback to development teams.

 

Results: Explaining the new regulatory framework, its relevance to the groups concerned, and gaining feedback was hugely successful.  As a result of a well-targeted consultation, the framework process became more robust, and was understood more effectively by all groups involved.  Liaison with stakeholder groups continued after the initial consultation and enabled a successful launch.  I am proud to have made a large and positive contribution to this outcome.
